What does the manual say about what the "red light" should do?

Exactly. I am thinking it is a "frequency in use" indicator for when running CTCSS tones on a shared frequency so that the operator knows that someone else is using the frequency that they cannot hear and should not TX until it is clear. I have run commercial gear that does that as well as some VHF/UHF amateur gear.

how about using a CB radio?

you can buy an old radio shack base station for 20 bucks anywhere, and a handheld for that or less.
