COBRA 2000 GTL well I thought I was moving along?

So I removed the channel mod and Roger beep, good news is radio works kind of.
Not So good news:
Set up
1) voice locks centered no modulation.
2) Frequency Counter and Oscilloscope
3) Dummy load and watt meter.

Seeing:
1) CH1 RX radio frequency counter 26.9654, TX 26.9462
2) CH40 RX radio frequency counter 27.40.54, TX 27.3862
3) keys up 4 watts with good audio.

When I go to channel one and key up VR5 isn’t adjusting the frequency?
 

Check C231. Bad cap could be pulling down varactor voltage. VR5 gets its juice right from the 8v regulator during TX, is it showing up on one of VR5's legs? What voltage do you get on VR5's wiper during TX?

well D52 was NO GOOD, replaced with one from a spare chassis and it’s now working just need to align frequency counter to radio frequency now
