Personally I don't believe it. I have heard MANY legit jammer stations and none of them sounded like that. That sounds more like interfere or possibly something digital whereas any and all jammers I have heard broadcast a wideband noise signal covering many KHz wide not descrete narrowband signals like this. He sounds like a disgruntled ex-pat.
I was going to say that is nothing new but then I looked at the newspaper date.......1982. Cuba as well as the USA often jammed each other's signals back then. Radio Marti's sole purpose was to broadcast info as well as propaganda to Cuba on various shortwave frequencies as well as a high power AM station in the Florida Keys and even a television station transmitting from an airborne C-130.
You are probably thinking of the Chinese Dragon, an over-the-horizon radar system that has been causing grief on the HF bands. The Russians and yes, even the Americans do the same thing. It's not confined to just the Chinese.
