How many volts is "Safe" I am currently running it at 14.8 and dropping to 14 on key. I am definitely concerned about longevity given the scarcity of toshiba transistors.
I am running the Lincoln 2+ into it with a 2 watt dead key and about 35 watt pep. I have the variable on the the amp set to about 100 watt pep @ dk and am hitting about 845 pep on my meter.

You should use the radio to vary the output, not the amp. The variable in the amp will fail over time. Conversely you can measure the resistance where you have the 100 watt deadkey and replace the variable in the amp with a fixed 5 watt resistor and that will be much sturdier.
As far as the transistors go they are robust enough at that power level and voltage that I wouldn't worry about them so long as you have enough amps on tap and your SWR stays where it is.
