Before passing full critical judgment on the hunter/shooter, I would love to see exactly what rifle & sights he was using. Also depending on the zoom of that particular video camera, I'm going to assume the distance to be no more than 100 yards, and possibly a little less.....
At that distance I routinely shoot clay pigeons with a .22 caliber CZ 452 Trainer with iron sights, and do it with a 85 to 90% hit ratio.
The rifle in that video was no .22, it's most likely some variety of a .30 caliber center fire round in a bolt action rifle, but was the shooter using iron sights, or a scope. If the shooter was using a scope and missed 3 times like that, it's time to hit the range and re-calibrate that thing, and check it for accuracy.
If the shooter was using iron sights, again it's time to hit the range and re-calibrate the windage and elevation, and check the accuracy.
Next question would be, how old and experienced was the shooter, was the shooter a kid on his first hunting trip, if so then this was acceptable. However if the shooter was an experienced hunter.....there's no friggin excuse for missing that animal 3 friggin times at that close range....
