I can't imagine it's legal to shoot on a road in any state. It's not legal here in IN.
The gun sounds like a shotgun using either a Breneke slug or a sabot.
A rifle has a more high pitched crack to it.
It also sounds like a pump while reloading, a bolt action sounds different to me, shorter stroke and less moving parts.
Could be the audio too.
