Part 15 is one of the main hurdles someone has to get past.

Although some areas are generalized, the third-party approval process and testing sites and the issue of "Copyright" and Do Not Publish - is explained in the article to help the maker develop and market the product before other competitors can obtain the schematics and try to undercut the R & D and ability of the company to even make a profit.

The FCC or anyone else cannot prevent reverse engineering - so the issue of privacy when the Initial Public Offer or the approval to make the device is posted, the FCC allows the company to have the right to not-disclose the technology or display the product until it is in the market.
