A recent issue of the IARU Monitoring System newsletter reports that the intruder situation on 10 meters is getting worse as the Maximum Usable Frequency or M-U-F continues to rise in Solar Cycle 24.

The report said that it found much CB-like traffic using AM, FM and SSB between 28 and 29.7 MHz in September and again in October 2011. It pegs Europe, Brazil and the Far East as the primary originating points for most of the illegal 10 meter traffic. The report goes on to say that the band is also still filled with numerous taxi cabs operating FM.

I doubt it is increasing as much as they think, it is just more noticable with the current F2 propagation.
 
The whole subject also serve a second purpose - it gives us Hams something to fart about.

But seriously now, there always has been intrusions. Every time there are skip conditions, it just makes Hams jump up and down because they can hear them. Since the cycle is kicking up in earnest, it is only natural that more complaints will happen. I've heard far more intrusions on 2m than on 10m by far. Truth. Some of this is directly due to the fact that a Ham is supposed to disable his station in such a way after he leaves it so that no one can operate it but him. I directly attribute the 2m intrusions by daddy Ham not disabling his station and teenage Jr plays with his Ham equipment when he isn't there. Same is true for many HF intrusions. This is also a contributing factor - and has been.

AS far as export radios to blame; that isn't a legitimate argument either. One can easily modify a 148GTL to do the same thing. This is about the will to talk on Ham freqs. I heard a couple of Mexican nationals talking on ~28.570/USB with roger beeps on and no use of calls. They were obviously illegal operators. But I didn't say anything to them. The right thing to do is to ignore them. What they want and seek is attention. Don't give them that benefit - or they will only do it again.

Another thing. It is better to make a world-wide appeal to non-Hams to stay off of the Ham bands than to start a war over it. Say 'please' if you do talk to them at all.. Guys just love to fight; so feeding that fire is not a smart move if one truly wants to get from point A to point B successfully. Singling out export radios as the proximate cause really is just nothing more than throwing the baby out with the bath water.

the russian taxi women certainly are not using any type of cb or ham radio, they use high power and transmit/receive on at least three frequencies simultaneously, you hear the same voice on multiple frequencies from 26-30mhz,
i heared its ex military equipment.
