It does have an extra coaxial loop for use with 80 meters. Not sure what you mean about a larger SS inner loop. The small inner loop is aluminum.

Yeah, sorry about being vague with the description.. the one I got came with a larger stainless steel loop to use with the extra coax for 80m. It's not a lot of difference and hard to tell from this picture - but that's what I meant.
