Has anyone used or owned one of these.

The specs seem good and it's Made in England (Great Britain), There just doesn't seem to be a lot of information as far as reviews for it. One guy on utube has a review, that's about it.

Are there any suggestions for a good, but reasonably priced counter?

I have a BK 1805, and a Zenith SM-2420, but they sometimes don't pick up the low output frequency that my Victor VC3165 does.

I have the TF930 and I love mine! I prefer it over a HP that I have. I reference mine to a GPSDO. I added a 10MHz BNC input to the rear panel, for neatness, and I use the front as a 10MHz output if I need another 10MHz source.

It has a built-in battery for portable use (I never use it portable), but it also has a clever built in auto-on/off mode for using on a bench where everything is switched via the mains. So there is no need to press the power button every time I turn on the bench.

It is lightweight, there is not much inside the plastic case, but don't let that worry you, the performance is excellent.

I also have a VC3165 somewhere, but the TF930 is worlds apart (better). I have had no issues picking up lower frequencies. FYI, You could always use a cheap LNA module to help boost the levels of signals if you need. Something like this can help:
