I do believe that is in St Maarten islands. the airport is right at the beach line. i was there a few years back and people always gathered when planes took off. the landing and take off area is very small. mountains all around on the take off side.

I'm sure that's in some Country other than the U.S...If it was here, the FAA would have some kind of deflector fence in place, not to mention a "OFF Limits" area of a half mile around the runways...
