Remove and reseat the RAM board. Also, check the battery voltage on it. What does the display show? It it normal or gibberish?

RAM board is brand new

RAM board is brand new

New means nothing, if the headers it plugs into are oxidized, which is why I suggested you remove and re-seat. I have seen this before in the Icom's that use the RAM board.
