wanting to set up a base in my apartment but not allowed to have any outside antennas, does anybody know a good indoor that will actually work, or can you make one out of coax

There are several that will 'work'. No antenna is going to work indoors as well as outside, nothing new there.
Can you make an antenna just out of coax? Sure, a dipole would be really simple. I hope you have a room at least 10 x 10 feet, or so? Run one leg along the wall/ceiling join on one wall, the other leg along the same route on the adjacent wall. One horizontally polarized antenna. Want a vertically polarized one? Start at the bottom of where two walls join, run it up the corner. Run the other leg along a base board. If you have a couple of inches 'left over' at the ceiling, just tack/glue/whatever it on the ceiling. That's about as 'quick-n-dirty' as you can get.

ok,

a few questions:

do you live upstairs?

do you live alone or with a significant other?

how close are you to where the landlord lives?

how nosy is your landlord?

have you told any of your neighbors/friends about your hobby?

now for a piece of advice:

loose lips sink ships!

do not tell anyone of your plans.

99% probability that you will interfere with your neighbors phones, TV's, toasters, maybe even home medical equipment.

if anyone complains to the landlord about hearing voices over their phone line, or whatever; you will be first on the list of suspects.

especially if you have already asked your landlord about putting up an antenna.

one last piece of advice:

have you ever considered short wave radio? or scanner listening?

can be just as much fun, and dont have to worry about becoming public enemy #1 around your abode.

tell us some more details and we'll try to give more suggestions.
