Lost rx green led

We should start over. Tell us exactly.
1. Does the radio receive and transmit correctly.
2. Is no green RX light the only problem with the radio.

With this we can go further. If all the above works trace the wire that feeds the RX light back and see if you get power back further in the line. 064.9 mV will not power the light.

no recieve or transmit power but tx light comes on when key up also led channel display works

I've got to ask, have you made an attempt at removing the "sony bond" type glue, if you have.. and the radio is now giving you issues, go over those areas where you removed the glue, maybe you broke a lead somewhere.

I'm speaking from experience, I broke my Grant XL (lost TX) after being too aggressive with the glue removal (at the toroidal transformer in the left/rear near the driver stage).
That was a fun repair, I had to use hands like a "watchmaker" to get it done. :p

I also had issues at the resistor bank near the pll.

this radio doesnt have any of type of glue, i only see hot clear glue on some major transistors.
