Maco V58

A friend just bought the Maco v5000. He was using a magmount on a car for base and had no trouble with the neighbors. With the Maco up now ,he has bleed over on the neighbors TV and phone. It is up around 30'. My guess is that it is now even with the power lines. If this is the problem, how much higher than the power lines does the antenna need to be roughly to quit sending the signal into them ?
 
there are so many factors when cb radio is involved , hows the radio tuned ? are you using low bottom type coax ? What a differents a good quility coax will make even with your fiberglass type antenna's , filters ? Grounding ? the list goes on . living in a very populated area never seems to help the cb radio operator very much )-:
