mobile on top of a mast for base

If you didn't have to hide the thing, then an 'A99' would almost certainly be 'better' than a typical 102" whip as a 'fixed' antenna. I'm not too sure disguising a 20 foot antenna would be as easy as a nine foot antenna. If you can handle that part of it, and didn't mind spending it's price, I'd think it would be preferable to a 9 foot whip though, since is doesn't require a groundplane/counterpoise. then again, how much harder would it be to hide an antenna about 4 feet longer than the 'A99'? Then again, again, it/they would both work if ground mounted, then the biggy would just be running a feed line to them. Wouldn't be the most bestest thing going, but would certainly work.
Lots of possibilities.

Thanks guys. As far as hiding it, that's just not going to be easy but I figure with the mast painted the color of the building and the top of the mast and the a99 painted light blue like the sky that's all I can do. I will take it up as high as I can without guy wires as I don't have the area/ground to do that safely and without putting holes in the roof. If I would have went with an antenna with ground radials they would be sticking out over other people yards and more than just one plus over the roof and it would be much more noticeable. This way its just straight up in my yard. Thanks for all the help.
