A bipolar device (2SC1969, etc) are current devices and a MOSFET (IRF-520N, etc) are voltage devices. You can put more voltage on a bipolar device, so long as the current is limited. But on a MOSFET, you have to control the voltage it gets; usually only ~3.4v or so on the gate lead to turn the device on. So ~13.8v would be right out . . .
