My Guess is It's An Antenna Specialists

Yep it's a radio shack 1/4 wave. I still have the base to mine I bought in 1974. We discovered that we got gain if we bent the radials down at about 60 degrees like a Starduster, but had to either lengthen or shorten the hairpin, I can't recall which. Seems it went out to about a foot long but it's been too many decades to remember.

In all likelihood you are right about both what it is, an RS 1/4GP, and the beneficial results of sloping the radials. Were I to slant the radials I'd most likely remove the matcher altogether considering it unnecessary any longer.
I know that Marconi has had better modeling results in the past with 1/4GP antennas with slanted radials than with this one.
 
Yeah but I do recall the static went up when we removed it, so we ended up making new ones, (I'm fairly certain they were longer) out of R/S aluminum ground wire.
Might be a good thing to know, what size it needs to be (with downward radials) to create a path for static to ground.
