Hello:

I have a 30 ft. mast that had a Nagoya tb-320A on top and my Wouxun KG-UV980P was getting an SWR of 4.6, I am using Messi Peloni cable. I was trying to get closer to 1.0 so I changed the antenna to a Diamond HVA-7A, yes the whole thing is grounded to a copper rod in the ground. My SWR went up to 9.6. Any ideas? I have my GMRS license and am testing on that.

Thanks

Without the counterpoise (or radials) you are missing half the antenna. It is an antenna that is for mobile use so the sheet metal of the car provides the counterpoise for the antenna to work right. So without that and mounted the way you did, you would need to provide the counterpoise, usually in the form of 3 or 4 radials. Some antennas are designed so that they do not need a counterpoise or radials but many do.

An electrical ground is not enough and not the same concern.
