That's about what I got out of it as well. Definitely NOT a new CB band, certainly not at 3.2 Ghz. It looked as if the power limit was around 200mW IIRC BTW.

Read it again. They're not. It has nothing to do with 11m. This new 3.2 GHz band is PCS services. Note it says Citizens Broadband and NOT citizens band.
