New to VHF

The programming software for most commercial radios is proprietary. It's usually only available from the manufacturer of the particular radio in use, especially Motorola. This is a typical type thing to keep servicing etc. an "in house" or licensed dealer available service. Motorola is 'picky' about this sort of thing, the software while not complicated, is expensive and usually requires that 'dealer' status for sale. I've also found that dealers are NOT willing to turn loose of their programs (not for copying either).
If you're serious about this, contact Motorola.

Well...maybe contact Kenwood since it's a Kenwood radio. But yeah, you're probably going to have to go to the source, or find a local radio Kenwood Radio dealer. They probably can do it, but they'll charge you for the programming. That charge will be less than buying the software and cable, though.
