If I were you I would clear up the issues with the radio before installing a 1969 final which if its a mitsubishi costs as much as you have in the radio if not a little more. I worked on one of these not to long ago for a friend and this particular radio was made around 1989 or so and was very well built. It seemed to me that it was jammed packed full of parts and reminded me alot of a cobra 25 parts wise and quality. This radio had a scan function on it and my friends would stick and would not settle down to recieve or tx. It all had to do with the Pa/Cb switch. I think it had a cold solder joint or loose wire on the pc board right behind the switch when you took the covers. Give that a try, open up the top cover and wiggle a few wires right behind that tab switch for the Pa/Cb switch and try to Tx while doing it. The Led bar graph should light up hopefully while you whistle in it. If that doesn't work then try plugging in an external speaker to the Pa output in back and see if you get anything at all, if not your audio chip might be gone.
