Weather can play a part in VHF/UHF transmissions at times....sometimes the weather can help....most of the time (in my experience) it can hamper it
There is also a chance that the repeater owner/caretaker could have either changed the PL tone or maybe even changed the offset..
also HTs are known for needing a "sweet spot' at times to get into a repeater .....Just move around a bit ,sometimes just a couple of feet can make the difference in being able to access a repeater or not
