Odd problem Odd radio Voyage VR9000

Okay does this make sense r238 is good and has voltage on both sides underneath R38 is a jumper J10 which goes over to the center leg of vr-16 that's the variable resistor that doesn't work. J10 hooks up to c153 Green mica capacitor. I have to look at the schematic again I find it hard to believe they have voltage going through the mica capacitor but possibly.

Problem found. After looking at schematics and wiring diagrams for a galaxy 99 I found out the internals are similar but quite different. The VR9000 has a 302 VR next to plug J103. That is the adjustment for AM/FM low power VR16 is there and has components going to it but does absolutely nothing and has no power going to it.
