Yup me too, I love some of the older gear but lack the skills to diagnose and repair. Yet I have a habit of buying clean older gear. Cb stands for constantly buying...Not looking to put any money into it.
I wish I had the skills to fix this kind of stuff as I enjoy using it.
VR9 was the "fixed transmit" frequency trimpot. If it's missing, the clarifier has probably been modified to lock your transmit and receive frequencies together.

This radio is a 'single conversion' design. Kinda rare to have a fault that clobbers the receiver for one mode and not the other.
Transmit side is a bit different. Has a few circuits used solely for sideband transmit.
