If you're talking about the "key test" he did, that's fine. They were tested with a 20:1 swr at Cobra for something like 20 minutes. I can't remember exactly, but I was pretty shocked. It was in the 148 GTL manual somewhere.Made me cringe a little when I read it.
Tim at snake radios had a video up where he hooked up a 148 with no antenna and keyed up for I believe it was 15 minutes and the radio showed no signs of any problems after.
