NO. It is an RF generator. You need an AUDIO generator to generate a two-tone test. The two tone MUST be equal in amplitude and not harmonically related. 1KHz and 1.7 KHz are commonly used.
The best way to do that is with test equipment that is designed for it. Like the B&K test centers, and they need to be calibrated too.
They have the dual tone function built in as far as the 500 mv you need a scope to read that and need to know what point to look at.
You also need to know is that 500 mv rms or peak to peak.
Without a true, powered PEP watt meter, looking for exact accuracy in the modulation mv is a bit of a waste of time. Just set the ALC so that most of your word peaks on SSB stay within the 12 watt PEP level and call it a day. Precision is more important with things like the bias.
