I was wondering if turning down the squelch would affect the output of the PA speaker on a Cobra 129. The owner's manual says that cb activity will be heard on the speaker in PA mode. So if I squelch out the noise, will my voice be as loud? I know, it's a stupid question to you guys but I need to know.

Squelch vs. PA speaker?

If you hear cb activity in PA mode which is most likely illegal according to ffc rules/regs due to the rebroadcast thingy you should consider a different radio.
I would not think you would even hear your voice. The Cobra 29 does not have a PA mode. It does have a PA speaker jack for monitoring 11 meter frequency's. With a speaker mounted outside the vehicle. I would like to know the outcome for my own thoughts.
I don't know what mods have been done to your 29 but mine is stock and has a CB/PA mode switch along with a PA jack in the back. Yes, you can monitor traffic with the PA speaker. When in PA mode the Dynamike control is used for PA volume.
From the manual:
PA (Public Address)
Connect an external PA speaker to the PA jack
on the rear panel.
Set CB/PA switch to PA position.
Push and hold microphone button and speak
in a normal voice.Your voice will now transmit
on the PA speaker.
Adjust PA speaker volume with the
Dynamike® control.
Note
Speaker should have 8-ohm
impedance and be rated to
handle at least 4.0 watts.
Note
The speaker should be directed
away from the microphone to
prevent acoustic feedback.
Note
Activity on the CB channel will
be heard through the PA
speaker. Adjust volume control
to a normal listening level.

The normal function of the PA mode is to allow the CB receive audio to go to the PA speaker in receive mode, and allow the user to speak to the PA speaker when keying PTT. There is no transmit function in PA mode. To kill the receive, turn up your squelch.
My voice comes out loud and clear from the front of my car in PA mode. Yes the Cobra 29 LTD has a PA jack. I hooked up a speaker, and can be heard from hundreds of feet away.
And just to clarify a bit, there's nothing illegal about putting what's heard over the radio through a PA system, it is not re-broadcasting. There may be local laws about loud 'noises', but that's something determined by circumstances.
