I have a understanding that pulling individual components in the suspected circuit and testing them is a common way of finding faults in a circuit. My question is there a better way to find faults with the right tools?
 

checking voltages and using a scope to check parts is the way I have done repairs for over 20 years now. after finding a suspect part I will pull it loose and check to make sure it is good. lifting 1 leg of a diode cap or resister usually will let me check it and a trans I have pulled it all the way out if suspecting it bad and putting it on my tester. forgot you need a good freq counter also.

I'm trying to set the bias voltage on my galaxy 959. I have the + lead of meter to L37 and - to ground between xtal and filter. I'm not getting any reading for the driver. Could a bad voltage regulator cause this or will it still get power to it?
 
for the voltage adjustment for the mosfet you put the ground to one of the cans and put the other lead on the gate leg of the mosfet and adjust for about 3.5 to 3.8 volts. the mosfet wil handle just under 4.0 volts. do not go above 4.0 volts or it will pop the mosfet.best at 3.5 gate voltage.
