Does this unit have the clarifier locked for receive and transmit or does it only control the receive?

when i got the radio it was unlocked i put it back to stock took the extra channels out too
If you use the clarifier and set the receiver to read 27.2045 and then transmit does it show the same as the receive setting it should? It should also show the same offset on all channels. The frequency should also show the same transmit frequency on an external counter as it shows on the Cobras frequency counter. But reinstating the unlocked clarifier so it works on rec & trans. would or should also cure the issue unless there is something else going on.

Ok after further looking to see where the problem lies previous owner change the crystal to a 11.1125 I had a spare original one put it in now it looks better except now on tx it ends on 52 on am look at pic on lsb and USB but on external frequency is dead on
