25 years ago I remember my signal coming through the TV, speakers, phone with just a 4w radio and having to try filters etc. etc. trying not to interfere with neighbors etc etc.

Today I can key up with 500w and not come through a single device. Times have changed - these days it's more likely that your neighbors electrical devices will cause you problems than you causing interference to them

Correct, as the name implies TVI filter means television interference filter. It filtered the harmonic frequencies of the CB band and others at 27 MHz for the old VHF TV frequencies starting at 54 Mhz.

27 + 27 = 54
