In protection of a youngster against a flaming asshole like that, Hell Yes.

An unloaded weapon = useless.
Concealed vs. Open Carry usually have conflicts. But, that "Barney Fiffe" Carry is.....well.....useless.

I carry for protection. If you make me(Not You personally) pull the weapon you will be shot. Have I shot people before, Yes. Will I shoot somebody again.? I hope I don't have to. A local PD officer told me that if a person pulls up next to them and shows a weapon they can do nothing. I told him that is the most asinine thing I ever heard of. I said I'm sorry you are blocked from taking proper actions, In my case if you point a gun(Not the Cop) at me while in a car I would shoot screw the rule.If you're carrying a openly to intimidate people maybe you should rethink the whole thing. I'm pro gun, but this is a pet peeve. I know people that carry unloaded just so they can tell people about it every chance they get.
There is a brandishing law. The definition can be manipulated. But in general, considering an altercation, if one displays the weapon not in self defense, but to intimidate, that is brandishing.
