want to get ready for when the band totaly opens up. looking to be able to talk on 10 meters. what are the requirments. i know they droped cw testing is it a general class that allows 10 meter voice. :?: :?: :?:

You need an Amateur License.
Novice through Tech Plus on 10-meters is 28.0 - 28.5

You don't have to be a plus. Get your Technician Class and that's it. Digital is 28.100 usb-.300 usb, voice 28.300 usb-.500 usb

as asw said a tech can only operate 28.000 -28.300 rtty and data.28.300-28.500,ssb phone(200 watts max) as per the arrl band plan. www.arrl.org on 10 meters. but vhf/uhf and 6 meters you get all modes.hope this helps good luck.
