Which CB Shops are still accepting mail-in repairs?

No. I send emails everyday but none of them are ever answered. :(
I finally received a reply to my email today from Mike at MikesRadioRepair:

"Sorry for not responding until now. I just can’t keep up with emails anymore. Between the endless stream of emails I get daily and some rather serious health problems in the family I had fallen horribly behind. I’m catching up on things now. Your radios are still here safe and sound. I have been working through my backlog of radios and can probably get to yours within the next week or two. I’ll let you know when I get started on them."

Mikes in pa is good but hes very very expensive . A local guy here sent his cobra 2k to him to have it tuned and a few segments were out of the counter. Mike ended up charging him over 500.00 for the repairs and did a bunch of stuff my friend didnt ask him to do!!! He was poed. I dont know what ended up happening but my friend said he had words with mike ...

Anyone have a recommendation on who to send a ranger ar3500 to for repairs?

I would give Bobs CB in PA a shot. From what I hear he doesn't really take radios in that he didn't sell anymore but not many techs have been around long enough to be familiar with those. I'd call him and see what he says, you might get lucky and he'll make an exception for you.

Funny how he always has time to make videos but makes excuses to sit on gear and not fix it. Hes a joke anyways with his super high repair rates..

In my opinion his repair rates are reasonable.
If you are a rich baby boomer but those of us on a limited income hes too high. $500.00 to work on a 2000 gtl and he did all kinds of additional work to my friends radio thats insane. He wound up telling mike to get stuffed. Idk if he ever got his 2000 back but i know my friend couldn't afford to pay that much.

Obviously your friend never heard of an estimate. When you mail-in a radio for repair work you should always ask for an estimate first before the work/service is started.
$500.00 sounds ridiculous to me unless it was a complete restoration.
