Does this guy have a CB shop and deals in used radios? If so what would you expet? Or maybe he is in a diesel car aka semi and buys and sells used radios. Again, what would you expect?
He buys cheap, cleans them up cosmetically and resells them on eBay at inflated and frequently insane prices claiming the radio is NOS or like new. He offered a buddy $200 for a Browning Golden Eagle Mark III in pristine condition, he tries to sell the same radio upwards of $1300 after cleaning listing it as seller refurbished.
You should have contacted Ebay forwarding the message to them.Buyer Beware.
This pirate tried to rip me off several years ago on a "New Old Stock" Astatic D-104 microphone in the original box. When I received the mic. it was used, it had wear and tarnish marks, scratches, and the mic. plug was cut off, and it definitely did not look like the same mic. in his listing. When I contacted him about a full refund he offered me a refund as long as I would agree not to leave him negative feedback.
Rather than lie about the transaction I decided to leave him no feedback at all.

...if I forwarded his message to eBay he probably would have retaliated with negative feedback.
