Does anyone have any models or data on what the elevation/TOA's are on these 2 antenna lengths ?
 

The 5/8 "dipole" is usually referred to a Double Extended Zepp. Google that and you'll find quite a few models for various bands. Here's one for 40, 20, and 15 meters:
