Picked up a general Lee.

So I just picked up a used general Lee. Haven't got too deep into set up yet but so far having issue with transmitting. ( I am using a el cheapo mic of a uniden 66) When I tried to key up it goes quiet, even on pa it does nothing. Swr peaked on key. Other question is can anyone explain this mod/fix/or hack job? (Could the band aids be a clue) not a professional here so what should I be looking for? Thanks much

I agree with w9cll , ask for a refund.. That's kinda funky... just sayin...

Bias on the mosfets are WAY wrong, just by looking at the adjustment pots, for starters. Looks like a mess from the solder side of the board too. I would also ask for a refund.
