Why do Bird 43s w/ PEP kit have to be powered by 9v batteries? Can it be powered off 13.8VDC with the proper dropping resistors?

Get a 7809 or similar voltage regulator to power the wattmeter. Batteries are needed for portable meters. No one would buy one if it came with a long AC cord!
The original design goes back some years ago.
And it was originally designed with a single ended op-amp that required a +- 9 volts power source to meet the needs of the circuit design parameters.
But a long time has passed since the original design and better op-amps have come along and that circuit has been redesigned in mulitple versions and the +- power source requirements have been designed out of it.
