My first thought is a speach processor or compressor. It looks as if the switched may refer to which amp going byt he color coded movements red, green, and yellow leds mathc the tape?

Again as far as the purpose of the unit and what it is you would have to ask one of the Dave guys. I am pretty sure that is 595 out of NJ. If that is the case then there is no telling.

That is a special voltage regulator.
When the mic is keyed it gradually increases the voltage to a set point.
