Need help identifing a part from Eleccraft KAF2

If you look at this image you will see a long light blue componet at the very bottom of the assembly. The part has an number CTSK9332 770 103 392.

Can you help me identify this part what is called, what it does and it's specifications? Thanks so much everything else onthe board I understand and know what it is but this is somethign I have never seen before!

The blue component is a resistor network,
parts list says "Resistor network, 3.9 k, 4 resistors, 8 pins"

It is a Single Inline Package or a SIP. Fairly common in logic circuits used as a pull up resistor.

I have seen them before but never had to replace one ever in a radio. I assumed that is what it was but I would rather ask than make assumptions. Thanks guys!
