Question for the antenna gurus

Found the page. It was in reference to painting a fiberglass antenna. I can see where a metallic paint over fiberglass would create a problem as the paint has no physical contact with the radiating wire.

I don't' think you need to concern yourself with the issue of the paint and its effect on the performance or impedance of the antenna.
Its effect, in any, will be slight to non-existent.
