i just got this today in a package deal. dont know much about it . seems everything works. just 2 things whats the swing button for. and on ssb if i pause the relays sometimes dont wanna rekey and modulate

The 'swing' button changes the bias on the two tubes. It's meant to reduce the carrier power without reducing the peak modulated power.

Quirky behavior from the keying circuit often turns out to be bad electrolytic capacitors. If they are original, they are all on borrowed time. Weren't supposed to last much more than 10 or 15 years let alone 40 years.
