TRAM D201A wiring question

I picked up a D201A that looks like it had some kind of mod but I can’t make it out.
I’ve attacked pic of what it is. I am seeing some voltage issues on the synthesizer board that aren’t normal and I’m guessing it has something to do with the mod? Unlocked Clarifier?
