This may be a little as a bit of BPF tuning or the gain leveling .
It will tune 11m but to be useful it would need some sort of low level PA.
You do understand it's just a pair of IRF5xx pushed into near linear operation.
They just don't have much output @ 27MHz in this circuit.
That most will have reasonable output on 10m points to the BPF as a limitation.
