Which would be a decent 2 meter rig

Was looking for a good but yet fairly cheap 2 meter if this is possible ? Would like won that could be modified to the fullest coverage ? As this would be used to listen on manily, And also a good antena once again ? and could i use this for base and mobile as well ? thanks for the help guys.
