Since it showed the same with a CW tone this probably isn't relevant, but what are your mic settings? The ALC should be around 60-75% with compression off.
Before you go into service mode,
Switch to CW mode.
Enable the internal mic to key the radio -
- Press Menu / Keyer
- Long press Edit/Set, then CW-Key Set
- MIC Up/Down Keyer = ON
- Key Type = Straight

I've been able to open a repeater 29 miles using a UV-82 and the stock antenna standing in my driveway (s3 - so just barely). Granted it is pretty flat and there is a good deal of water between myself and the repeater. Adding a rollup twinlead jpole certainly is an improvement.

I would have to more specific research on the characteristics of that antenna (sorry), but a quick check shows it should be similar to a dipole. Assuming that is the case, and with the solar cycle favoring 20-160m...
