I think the reference is that 2 AVG and 17 PEAK is 1:8.5 and not 1.4.

Drop the dead key to ~1.5-2 watts. Keep in mind that if you go too low it will show RF/ANT failures and the SWR function won't work.

How high will it be? That will impact the radiation pattern. I'd look at a NNW-SSE configuration myself.
