As stated, the wattage rating just has to do with the durability of the components used. The W1000 and W5000 are actually the same exact antenna for instance. The W5000 just uses thicker wire in the coil than the W1000.
Antennas are TUNED for transmission. A "perfect" antenna for 11m CB...
The RFX75 isn't as powerful as some people make it out to be. It has a pretty dirty output to it, so unless you can measure dB off a scope to be sure you're measuring off your actual audio wave, and not some gross peak, well then take all readings with a grain of salt.

You are correct, co-phasing really isn't worth the time or trouble.
Run a single whip.
Attach it to a good ground plane.
Bigger coil = worse efficiency.
Best efficiency would be a 102" whip off the center-back of the cab mounted to a solid piece of metal that connects with the metal frame...
I use an MFJ-1728B base loaded 5/8 wave 2m antenna.
It's about the size of an atypical CB antenna, and the range on it is unbelievable.
It works great for simplex and repeaters...If you're talking to bases, or off of repeaters, 10w is all you need with a 5/8 wave!

You should go to QRZ.com and look at the QRO poll. Lots of hams using more than 1.5 kW on amateur bands.
You should look some of the signals the AM guys on 75m are producing. They exceed limits by just a bit (by a bit, I mean a lot).
Better yet, spend some time on 80/75m...
