    That Drive control is a matching control, not a level setting control. It should be peaked for max, not set for a desired output level. as can be seen in the diagram below, it is matching the output impedance of the two driver tubes to the input impedance of the five final tubes. LC

    this stuff will soften the glue so you can remove it. https://www.j-tron.com/product/radio-tv-cement-solvent-10-312/ it's best to unsolder the components so you can get all the glue out. it likes to hide underneath things you cant see. LC

    you said the amp was new, but mentioned the previous owner. did you mean that it was new to you? also, a 5 watt deadkey is too much for the two pill section of that amp. try it with a 2 watt deadkey and see if that improves anything. LC
