No; it just has continuity.
Not the same thing.
If you have an ohm meter (you should), you can measure its resistance and find out for yourself.

If you read 50 ohms; then the SWR will read 1:1.
if you have 100 ohms; then your SWR will read 2:1.
If you have those resistors in water (or salad dressing); then it will read closer to 0 ohms, since the water will just become a dead short (not good) with or w/o salt.

Depending on the amount of salt the impedance will be something less than the 100 ohms he has with the resistors in series. It won't be a dead short unless he has a LOT of salt in it but it may vary in impedance depending on the frequency. Either way if you are going to use resistors the use the proper value and do NOT rely on a mixture of salt/water/oil/whatever to bring the impedance inline with what it should be. Also if running higher power do NOT seal the container. It must allow for expansion or you run the risk of it rupturing/exploding as pressure builds up from it heating.
