11 meter is very quiet?

My brother lives about 50 air miles from me and we see this often in signal reports.
Even when the propagation is not this active there are nights that our signal strength varies and we don't change anything.
I often check into the Ditch bank SSB net on Friday nights, I like to drive up on Mount Bullion about 3000 feet and park on a lookout.
At the extreme reach of my rx there are stations that some nites I can hear, and some nites I cant due to small variations in the conditions.

Heard half of Europe coming in hot and heavy earlier this morning but traffic was so bad I never got a solid contact. Suddenly everything shifted and I was making contacts with Jamaica and Bermuda. Then it all went to mexican skip for several hours so I shut down. Fired back up this evening and have been talking to tons of people on the west coast. Fading out now but it was fun while it lasted. If any of you guys in Cali talked with 128 N/W Arkansas, well that was me.
 
Sunday was a lost cause for a barefoot mobile on a NMO27C antenna --- all "big gun" stations booming in here to the desert southwest. Like the fellow on an island off the coast of the Yucatan peninsula running a 5 element beam and an Icom 7300 (and who knows what amplifier). I could only work locals groundwave from the mobile. New York, Florida, Virginia, the Carolinas, Central America all dominating 38LSB. Going up or down one or two channels didn't help.
 
I'm not usually trying to shoot skip (?), but just made contact from my mobile on I-10 near San Simon Az to Sarasota Fl. Didn't get station ID, but it was a strong clear contact. Roughly 2k miles on 27.245 am. Best am contact that I've ever made.
